He studied law and political science at the University of Athens, and trained at universities in France and Italy. He practiced law for several years. He became involved in politics and in 1913 he was elected the first Councillor of the Municipality of Athens. In 1916, he replaced the mayor of Athens. Em. Benaki for one year and a second time from 1920 to 1922. As mayor he was successful and provided important work such as sanitation, community lighting replacing gas with electricity.

He was also elected three times as a member of the Parliament of Athens. In 1932 he represented Greece at the 3rd Balkan Peace Congress in Bucharest and the 4th Balkan Congress in Thessaloniki.

He was also involved in sports, serving twice as president of the Panathinaikos Athletic Club (1914-1918 & 1935-1936).
