He studied law at the University of Athens. He was elected for the first time as a Member of Parliament in 1902 and served as Minister of the Interior (1909) during the Rallis government. Afterwards he worked with Eleftherios. In 1911 he became President of the Revisory Parliament. In 1912 he became Minister of the Navy. A year later he founded his own party, theNational ConservativeParty. He joined the anti-Venizelist camp. In 1915 he was appointed Minister of the Navy in the government of D. Gounaris. In 1922 he participated in the government of P. Protopapadakis. In May 1922 he served as Prime Minister for six days.

After the Asia Minor disaster, the collapse of the front and the subsequent revolution of ’22, he was put on trial (trial of the six). He was sentenced to death by the Extraordinary Military Court, as being responsible for the defeat with the other five co-defendants. He was shot on 15/11/1922 at Goudi.

In 2010 he was acquitted by the Supreme Court along with the rest of his co-defendants.
