A descendant of the great family of the Rallises. He graduated from the Law School of Athens and practiced as a lawyer. He became involved in politics and was elected as a member of the Parliament of Messinia. He was a member of the People’s Party from 1928 to 1935 and was a proxy in the 5th National Assembly in 1935 and the 3rd Revisionary Parliament in 1936.

He served as minister several times, in the Ministries of Transport (twice) in 1933 and 1935, National Education and Religious Affairs (1933), Aviation (1944), Merchant Shipping (1945) and Interior (1945). During the Metaxas dictatorship he was persecuted and imprisoned. He worked hard to carry out public road and port projects.

A few months before his death, he signed on behalf of the government the Varkiza Agreement (1945).
