He studied law at the University of Athens and after graduation he studied law in Munich. He served as Legal Advisor to the State.
He was elected for a number of years (from 1888) as a deputy of Epidaurus. In 1982 he became Minister of Education and Religious Affairs in the government of Konstantopoulos. He served as Prefect of Attikovoitia in 1910-11. Secretary of the Committee of the National Fleet, he played a leading role in the organisation of fund-raising campaigns to raise money to support and create a fleet.
He was president of the Geographical Society. He was also a literary man and wrote mainly travel books and historical treatises. He was the initiator of the issue of the Olympic stamps (1895). He was president of the Panhellenic Gymnasium. He was the president of the National Gymnastics Association.
He developed great national activity by visiting Greek communities of the diaspora in Pontus, Cyprus, Odessa, Egypt, Israel etc.
