He studied law and economics. He was a judge at the Athens Court of First Instance in 1876. In 1907-1910 he was elected Full Professor of Criminal Law at the Aristotle University of Thessaloniki.
He was involved in politics and was elected MP for Attica several times (1899, 1902, 1905). He served as Minister of Finance in the Government of Greece in the Government of Greece in 1904-5. In 1920-23, he was appointed Gen. In 1920, he was appointed Secretary of the Ministry of National Economy.
His writings were rich, mainly on economic and historical subjects: “Economic science by Aristotle, Plato and Xenophon”, “The national economy is a historical product of the spirit and development of the peoples” etc.
