He studied law at the University of Athens and in 1874 he received his doctorate. He continued his studies in Germany and France, studying Philosophy and History of Law. He worked as a lawyer in Athens. A distinguished teacher of law, he became a professor at the University of Athens, in the chair of Civil Law.

He was elected MP for Kefallinia in 1899-1902 and 1905-06. For a short period he was Minister of Education and Ecclesiastical Affairs (1899) and again in 1901-2. He was Minister of Justice in 1916. In 1918 he was dismissed from his Chair and the University for political reasons but was reinstated in 1921 until 1923, when he retired due to age.

He was a Legal Adviser of the University, member and curator of the Ethnological Society He was multilingual and left a rich literary work.
