Adopted son of the great politician Constantine Lombard (son of his sister). He studied law at the University of Athens and then trained at the Naples Law School. He returned to Athens and worked in the banking sector and in a large bank in Istanbul. After his father’s death, he succeeded him in the local political party of ‘Lombardy’ and was elected as a member of parliament in 1888. Since then he would be elected several times as a member of the Greek Parliament of Ionian Islands, 1890, 1892, 1899, 1902, 1910, 1912, 1915 and 1920. He served as Minister of Ecclesiastical Affairs and Education under the government of G. He was elected President of the Parliament from 1920 to 1922. He was a member of the Council of the Grand Lodge of Greece.
