A scholar from a well-known Epirus family, his father Panagiotis was a historian of Epirus. He studied at the Zosimaia school. He had patriotic activity against the Ottomans and was deported from Ioannina in 1877.

He settled in Athens and became a Banker and President of the Athens Stock Exchange. He became involved in politics and was elected as a Member of Parliament for Attikovoitia. He was sent as a representative of Greece to the Berlin Congress together with Alex. He was sent to Athens as a representative of the Berlin Walloon government in the Berlin Wallet, along with Alexis Ragavis and Theodos. He was sent to Athens as a member of the Greek army as well as to Athens and Theodosius Diligiannis. With his brother Spyros, he published an original collection of Epirus songs and a glossary dictionary of the Epirus dialect.
