He was born on 20 January 1859 in Athens of Arcadian parents. He attended the secondary school with distinction and subsequently attended the Law School of the National and Kapodistrian University, of which he was awarded a doctorate with distinction. After completing his studies in Paris, he returned to Athens and until 1890 was editor-in-chief and director of the newspaper ‘Palingenesia‘, founded by his father.

He was elected Member of Parliament for Attica (1895, 1902, 1905, 1908 and 1910) and subsequently elected Member of Parliament for Athens (1926 and 1936). He served twice as a minister in the governments of Alexandros Zaimis and Panagios Tsaldaris. In particular, he served as Minister of Justice from 4 December 1926 to 17 August 1927 and as Minister of Finance from 25 November 1932 to 9 January 1933.

He was President of the Court of Auditors from 1921 to 1923.

He published valuable books on economic and political issues. He also extended himself to writing plays, and his play Aristodemus won a prize and was produced at the Royal Theatre in 1906.
He was involved in the St. ‘Skenderbay‘, during the reign of Mons. Nik. Varvogli, served as Rt. Later he was the rector and later the Rev.
