He studied law at the University of Athens, then law and political science in Paris. He returned to Greece and worked for a long time as a lawyer. He then became involved in politics. He was elected ten times MP for Evia from 1885. He became a minister under the government of G. Theotokis in 1903 and 1905 in the Ministry of Justice. He participated in the revisionist parliament of 1910 and in the Third National Assembly.
He was appointed Prime Minister for short periods by King Constantine in 1916 and 1921. He was Minister of Finance in 1920 and Minister of Foreign Affairs in 1922. He participated in the London Conference.
