He studied law at the University of Athens, where he was awarded a doctorate. In 1908 he went to Alexandria, Egypt, where he worked for several years as a lawyer. He went to England for further education. He returned again to Alexandria where he continued to practice law in Mixed Courts and consular authorities. In 1922 he returned to Greece and settled in Athens as a lawyer but at the same time decided to enter politics.
In 1926 he was elected for the first time as a deputy of Evia and since then he was elected many times. He served as Minister of Education after liberation (10/1944 to 1/1946). In 1946 he was Minister of Justice and in 1947 Minister of Political Coordination. He then became Minister of Transport in 1947-48 and again in 1949-50, and finally Minister of the Interior in 1948-49.
