He studied at the Athens Law School and then in Istanbul. He practised as a lawyer in Thessaloniki. At the same time he joined the patriotic liberation organization“Organization of Constantinople” of the other great patriot and tactician Athan. He was also a great patriot of the Greek patriots and a great Greek philosopher. After the revolution of the Young Turks (1908) he was elected by the Greek element of Eastern Greece. During these years he had an intense and close “national” cooperation with Patriarch Joachim III.

After the glorious Balkan wars he collaborated with Eleftherios Venizelos. In 1915 he was elected MP for Serres. He participated in the Government of National Defence as Minister of Justice (1916-1917), then became Minister of Education and Ecclesiastical Affairs until 1920. He was an instructor of the elementary language in primary schools. His other important work was the establishment and formation of Juvenile Courts. He participated in the committee for the formulation of the Civil Code.

In 1929 he was elected Senator of Thessaloniki and again Minister of Justice, participating in the second legislative body. In 1930-32 he became Minister of Transport. He was elected as a member of parliament several other times. After the Great War under the Chaldaris-Sofouli government he again became Minister of Aviation.
