He came from a noble family of Paxos. He studied law at the University of Athens and continued his studies at the University of Paris, where he received his doctorate. He returned to Greece and worked as a lawyer. In 1930 he was elected Full Professor of Law at the Law School of Thessaloniki in the Chair of Administrative and Criminal Law. In 1935 he became a professor at the University of Athens. He was Dean of the Law School and in 1954 Rector of the University of Athens.
He was Minister of Industry in the caretaker government of St. In 1963, he was Minister of Industry in the Ministry of Industry in the Ministry of Industry in the Ministry of Industry of the State of Mavromichalis. In 1968 he left his university duties due to his disagreement with the military junta. He was a prolific author, including “Greek communities around the world”, “The Varangians and Byzantium”, “On Greek dialects and idioms”, etc.
