Corfu patriot of noble origin and family. He studied in Corfu at the “School of the Nobles” and then Law in Venice. After his return he joined the French army and served until the fall of Napoleon (1815). He then served as an lord of the guard in the cavalry of the King of Naples, Ioak. He worked as a soldier in the army of the city of Naples, where he served as the head of the Royal Army, under the rule of Ioannis Myra.

He never forgot his beloved homeland and always propagated the independence of the Ionian Islands. When he finally returned to Corfu, he found the English in command since 1809. He became involved in politics and joined the local independence movements of the Ionian State. In 1833 he was elected member of the Ionian Parliament and was leader of the opposition. He fought for the adoption of liberal laws for public benefit. During the Crimean War he proposed the partition of Turkey and the internationalisation of Constantinople.

From 1857 to 1861 he was re-elected MP and opposed the reforms of Gladstone, calling for the parallel union of the Ionian Islands with Greece. In 1857 he delivered the eulogy for the death of Dion. Solomos . He collaborated with the pioneer Radical deputies, always uncompromising and dissenting from British rule even with the Masonic lodges operating under British auspices. Unfortunately he died the same year (1863) that the resolution for the Union of Ionian Islands with Greece was published by the Ionian Parliament.
