He studied Law at the University of Athens. Afterwards he studied at the Universities of Heidelberg and Munich. He was awarded a Doctorate in Law from the University of Athens in 1929. Professor at the Panteion School of Political Sciences (1931-1934). Lecturer in Constitutional Law at the University of Athens in 1931. Associate Professor of Constitutional Law at the Law School of Thessaloniki in 1934. Full Professor (1951) at the Athens Law School.
During the Great War he participated in the resistance organization EDES, for which he was arrested by the Italians and sentenced to 20 years in prison! With the capitulation of Italy he was released and went out again to the mountains of Epirus with Napoleon Zervas as his advisor. He represented EDES in the Caserta Agreement and co-signed the famous agreement between ELAS (EAM) and EDES (Government) for the end of hostilities. He served as Minister of Education and Religious Affairs in the government-in-exile of G. He was Minister of Education and Science and Minister of Education in the exiled government of Papandreou, in Cairo.
In 1945 he was appointed general commander of Epirus. In 1963 Minister of Justice in the Mavromichalis Service Government. Later Sgouritsas became a professor and advisor to King Constantine II on legal matters. He left a large body of work in Legal Matters, selectively mentioned: Revolution, State, Law (1925), Political Institutions of the Ancient Spartans (1931), Handbook of Constitutional Law (1951), Great Charter of Liberties (1947), Constitutional Law (2 vols.) 1958-64. He was awarded the Order of the Phoenix , the Golden Cross with Swords and the Golden Cross of the Crown of the Holy Sepulchre.
